The Environmental Protection Agency (EPA) established federal baseline rules for medical waste under the Medical Waste Tracking Act (MWTA) of 1988. Today, most day-to-day medical waste regulation is handled at the state level under EPA-authorized programs. The EPA still sets national standards for incinerators and air emissions, and provides guidance that states use to build their programs.
